O.I.S.L. - Rule Highlights and Helpful Hints
Keeper Restrictions:
1) Unlimited steps with the ball but must distribute within 6 seconds. This includes possession with the feet inside the box.
The keeper may not touch the ball with hands:
ON ANY DELIBERATE PASS BACK FROM A TEAMATES FEET. (SAME AS OUTDOORS)
The penalty for a violation is a free kick at the top of the arc.
This Does not apply to U-11 and below and COED!
Substitutions:
Guaranteed substitutions are permitted:
- whenever the ball leaves the field (hits the perimeter netting)
- when a time penalty is issued
- on an injury stoppage, with the referee’s permission
- after a goal and between periods.
There are no guaranteed subs during the last two minutes of the game.
When substituting under these conditions, players should not wait for the players leaving the field. It is not necessary to ask permission from the ref to sub but the coach should make sure the ref is aware of the sub. Play is not resumed until the substitution is completed.
On-the-fly substitutions are permitted at any time provided that the player leaving the field is within the touch line near the gate, before the substituting player enters the field. Overt violations are punished by a time penalty. "Borderline" violations may result in a time penalty depending on the effect on play. Be extra careful if the ball is near your bench.
Time Penalties:
A 2 minute penalty (blue card) is issued for boarding, serious or intentional fouls, dissent, etc. The player booked must remain in the penalty box until released by the referee. The penalty begins when play restarts and ends in 2 minutes or if the opponent scores. A player is not released on a goal if there are an equal number of players from both teams on the field.
A yellow card is issued for a 2nd offense or possibly for a serious 1st offense. The penalty is still 2 minutes.
A red card is issued for a 3rd offense, a 2nd offense if the 1st was a yellow, or directly for violence, etc. The penalty is 5 minutes, served by a designated player.
When an assistant referee is used (playoffs), the 6-foul rule applies. A team committing six fouls in a period is assessed a time penalty. Fouls that result in a time penalty directly are not included.
Team Bench area:
Only 2 coaches and the players should be permitted in this area. Coaches are responsible for the behavior of anyone in their bench area.
Restarts:
Restarts from the top of the arc and the corner spot require a whistle. All restarts must be taken within 5 seconds after the ball is placed unless the referee indicates otherwise. All restarts are direct kicks.
Encroachment / Delay:
Players are required to be 15 feet from the ball on all restarts. (There is a tape mark near the penalty spot to indicate 15 feet for top-of-the-arc restarts. On corner kicks, the goal area line serves as the 15 feet mark.) The team with the ball does not need to ask for the distance. Violations may be punished by a time penalty without a warning. Any attempt to delay the taking of a free kick will be punished by a time penalty.
